Thanks! I made a scale repeat pattern in photoshop, at this point just black and white art. (Just flat scalloped pattern.) Then I brought it in as a new layer onto the goldfish, then used transform>warp to follow the shape of the body. (did that in 2 passes so it would follow both the tail and the curves of the belly.)

Then I wand selected the black scales and hid that layer, then did my airbrushing on the goldfish layer to do highlights, then inversed the selection to darken the lines between the scales.
